I don't know anything about Adobe File Builder...
I do know FileMaker Pro is a cross-platform database app originally from
Claris, now from FileMaker Co. (Wholly owned by Apple, I believe.)
As to programming for the Mac while using Windows, I wouldn't be surprised
if CodeWarrior had this built into their Windows version. I know the
(admittedly somewhat old) version I've got of it for the Mac allows you to
compile for your target OS and includes Mac, Windows, and I think Be, as
well as one of the gaming platforms. Of course, I'm pretty much a neophyte
when it comes to "real" programming.
