    Could that have worked?  I mean, a third major league - The Federal 
League (http://www.toyou.com/fl/) - was tried once before (1914-1915.)

explains that the PCL was upgraded from AAA to "Open" status in the mid-50s. 
But the Dodgers and Giants moving out west killed that off.  However, when 
NL baseball left NYC, William Shea (as in Shea Stadium) announced plans for 
the "Continental League".  Instead of a new league, though, eventually we 
got expansion teams.
